As shown in the screen shot, the game summary shows charlie_jp being elevated to 2022 while the actual and correct new point rating for that user was 1629.

It's not a bug, there are 2 different formulas used for ratings changes, one for when you have played 20 games or less, another for after that. There's a description in the help pages to clarify that.
